Urban planning is a highly complex discipline which is subject to extensive and varied sectorial legislation, as well as the constant modification of urban planning and territorial regulations.

Following Ruling 61/1997 of the Constitutional Court, which defined the legislative powers of Autonomous Communities and the State in the area of urban planning, Law 6/1998 was approved on 13 April of that year, which governed land management and property appraisal and the different urban planning laws in the regional ambit. The result is a complex statutory framework, although not completely closed in that it continues the process of modifying state and regional urban planning legislation and accentuates the weight of sectorial legislation, in particular environmental legislation. At the same time, urban planning activities are the object of a debate which transcends legal and technical issues, making the task of assessment in this field essential, along with close attention to the tangled web of legislation and the stricter requirements and administrative checks demanded by society.

General Planning

We have carried out the ‘Drawing up of the Development Plans and the corresponding Environmental Impact Assessment’ of several Municipalities. In this way we have helped these municipalities to solve the local development problems with a very useful planning tool. The drafting process consisted of the following stages:

  • Information, analysis and diagnosis.
  • Advance documentation.
  • Statement of arguments.
  • Document for initial and provisional approval.
  • Document for definitive approval and processing of the PGOU (General Urban Development Plan).

Partial Plans

An example in this area is the drafting of the Partial Plan for the SUP. TRA-1. SUR Sector in Vélez-Málaga, to enable the creation of an urban development quality department to constitute the future Food Technology Park, with a total surface area of 186,22 5 m2. The general objectives are:

  • To meet industrial development forecasts for the zone, establishing a model capable of servicing sectors with local and national activity.
  • Planning which integrates this space into the territorial structure, in particular the infrastructure, services and facilities.
  • Promotion of a productive and sustainable space.

Urban Development Action Programmes

One of our most outstanding projects was commissioned by the Urban Planning Department of the Cordoba City Council and consisted of the formulation and drafting of Urban Development Action Programmes (P.A.U.) and the corresponding Partial Development Plans.

Apart from the drafting of the urban planning documents necessary to obtain authorisation for the plots involved, management was carried out of the entire process, including informing citizens of the advantages associated with the incorporation of a normalisation plan and all the procedural steps involved at each stage, support for the creation of associations of property owners, searches for financing and preservation of the infrastructures planned, etc.

Commercial Licences For Department Stores

Preparation and processing of the documentation to obtain the autonomous commercial licence required for the establishment of large department stores. Drafting of the different technical studies, reports and graphic documents necessary to obtain commercial licences:

  • Commercial impact studies.
  • Environmental studies.
  • Traffic implications.
  • Graphic documentation.
  • Acoustic study applications.
  • Co-ordination and preparation of the complete application. Once the application has been made, we offer follow-up of the same, complying with the requirements of regional and local authorities and participating in all the meetings necessary to obtain the commercial authorisation.

Urban Development Projects

Highlights in this area include the ‘Project for the Urban Development of the Las Marismas de Palmones Commercial and Technology Park with a surface area of 312,161 m2, a venture by the Local Council of Los Barrios and the Zona Franca de Cádiz Consortium.

Another of our emblematic projects is the urban development of a surface area of 588,888 m2 for the execution of an Environment and Technology Park, a venture by GAMA in the T.M. of Los Barrios (Cádiz).

The following tasks were carried out for both clients:

  • Drafting of the Service Infrastructure and Earth Movement Project.
  • Drafting of the Urban Development Project.
  • Project Management during the execution of the works.

Urban Landscaping

The city is currently conceived as a living space, a place for enjoyment. In accordance with this new concept, green areas are essential elements in order to get back in touch with nature, for leisure activities, relaxing, sports and human relations.

Numerous social traits and behaviour are a consequence of the city model: its compactness or dispersion, the quality and proportion of open spaces and their means of connection influence the kinds of relations established in urban centres.

It is precisely the efforts of our team which have established us as pioneers in the design of sustainable urban settings, including criteria for the maintenance and improvement of the landscape and establishing formulas for the sustainable management of resources such as water and electricity

Urban Development Projects

We have carried out Project Management for specific urban development projects such as the works for the Renovation and Upgrading of Sector MUR DE-04 located in the Cerro del ́guila District. This project forms part of the Special Renovation Plan for Deteriorated Zones, included in the PGOU for Seville executed by the Urban Planning Department of the Seville City Council.

This project contributes to halt the deterioration of these urban spaces, improving the welfare of the locals and at the same time incorporating infrastructures and facilities.

Architecture

At an architectural level we work in different fields of construction activity, not only design and execution, but also works management. This activity has traditionally been based on the execution of complete buildings integrated into industrial facilities and commercial buildings.

In recent years, we have extended our scope of activity to the construction of singular buildings which are equipped with the latest technological advances, including ecological design in terms of both materials and bioclimatic adaptation.

Torres de Hércules

The ‘Torres de Hercules’ Building, designed by the architect Rafael de la Hoz, consists of two identical cylindrical towers linked by a crystalline prism which contains walkways linking the towers. It has a floor area of 20,000 m2 and is to be used as office space. The building has a total height of 126 metres and it is to be raised on a plot measuring 10,000 m2. It is to be built in the Marismas de Palmones Commercial and Technology Park, in T.M. of Los Barrios, making it the most attractive option for office space in the Campo de Gibraltar Region.

Our participation in this major project consists of the execution of the Infrastructure and Facilities Project for this singular building.
